Belgium Passport Photo: Official Requirements for 2026

The FPS Foreign Affairs, Foreign Trade and Development Cooperation — Belgium's federal authority for consular services — states clearly on its official diplomatie.belgium.be portal: your passport photo must comply with ICAO standards (International Civil Aviation Organization). These standards are stricter than in the past, and if your photo doesn't comply, your municipality will refuse it outright. The photo measures 35 × 45 mm, sits on a light grey background, and must be no older than 6 months.

The Four Fundamental Rules from FPS Foreign Affairs

The official quality-requirements page lists four rules you must follow when your photo is taken, and each one carries real weight at the counter:

  • Neutral facial expression: mouth shut, no smiling.
  • Head and shoulders straight, positioned right in front of the camera.
  • Face totally uncovered: your forehead, chin, and the area toward your ears must all be visible.
  • Eyes perfectly visible: no reflecting or tinted glasses; frames must not be too big, yet not sit too close to the eyeline either.

FPS Foreign Affairs adds a practical tip that removes a common failure point entirely: if you wear glasses, you can simply take them off for the photo — even if you wear them every day. This sidesteps glare, tinted lenses, and frame-obstruction issues in one step.

Head Position and Face Visibility

Face the camera directly, with your head and shoulders straight — never tilt or turn your head to a three-quarter angle. Your face stays fully uncovered from forehead to chin, and the skin toward your ears remains visible on both sides. Hair must not fall across your eyebrows or eyes, and long fringes should be pinned back so the entire facial oval reads clearly in the frame.

Head Size and Framing

Within the 35 × 45 mm frame, your head — measured from the top of the hair to the bottom of the chin — falls between roughly 31 mm and 36 mm, leaving a small margin above the crown and space on both sides of the face. Your neck and the upper part of your shoulders stay visible too, giving the reviewing official a full, unobstructed view for identity verification.

Glasses, Head Coverings, and Accessories

Glasses are discouraged rather than banned outright: the lenses must never be tinted or reflective, and the frame must neither obscure your eyes nor sit awkwardly close to the eyeline. Since this rule trips up many applicants, FPS Foreign Affairs recommends removing glasses for the photo entirely. Head coverings aren't permitted except for religious reasons, and even then your face must remain fully visible from forehead to chin.

Background, Lighting, and Print Quality

The background stays light and uniform — commonly light grey, though a very light cream or pale blue is also accepted — with no shadows falling on the face or the backdrop. The photo must be in color; black-and-white prints are no longer accepted. Submit an original print, not a photocopy, taken no earlier than six months before your application. If you print from a digital file, the resolution must reach a minimum of 400 dpi so the image stays sharp at actual size.

Where the Photo Gets Checked

You submit your passport application, along with the required photo, at your local municipality (commune/gemeente) in Belgium or at a Belgian embassy or consulate abroad. Because municipalities apply the ICAO standard strictly, a photo that looks fine on screen can still be rejected in person — checking the four fundamental rules before your appointment saves you a return trip. Full illustrated examples are available in the official French and Dutch guides linked from the FPS Foreign Affairs website.

Avoid Municipality Rejection in 2026

Belgian municipalities apply the ICAO standard strictly, and a non-compliant photo means a second trip to the counter. Our AI tool checks head framing, face visibility, background uniformity, and glare on glasses against the FPS Foreign Affairs guidelines — producing a 35 × 45 mm photo ready for submission at any commune or Belgian consulate.
